The stages below are not a judgement and they are not perfectly linear. Someone can train confidently while still needing a better eating system, or understand nutrition while struggling to make it survive weekends and busy periods.

A stage is ready to progress when the key behaviour is reliable enough to support the next decision, not when everything is perfect.
Stay with the current stage until the important behaviour is reliable enough to support the next step. That does not require flawless execution. It requires a method you understand, can repeat and can evaluate using useful evidence.
